SUMMARY DESCRIPTION
Under general supervision, performs skilled duties related to the installation and maintenance of electrical power lines and equipment of all voltages for the Electric Division of Ketchikan Public Utilities system.
The line crews are responsible for the distribution and transmission of electric power from the generating stations to the customer. The Journeyman Lineman must perform his/her duties in a manner that reflects positively on the City of Ketchikan and Ketchikan Public Utilities.
REPRESENTATIVE DUTIES
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
1. Digs, sets and frames transmission and distribution poles; may be required to make hot sets into voltages up to 115,000 volts; installs transformers and builds transformer banks.
2. Strings primary conductors through energized circuits of voltages up to 115,000 volts in overhead and underground construction, operation and maintenance on distribution and transmission lines.
3. Transfers conductors, devices, and apparatus of voltages up to 115,000 volts.
4. Operates equipment normally associated in the construction and maintenance of transmission and distribution lines, including but not limited to boom trucks, bucket trucks, and backhoes; performs maintenance on transformers and switchgear devices in substations.
5. Climbs utility poles and steel structures.
6. Installs and maintains 3-phase transformers.
7. Installs and maintains both primary and secondary underground circuits.
8. Installs proper grounds while working on de-energized transmission and distribution circuits.
9. Climbs and performs work on wood poles by use of climbing hooks and belts; climbs and performs work on steel, aluminum, and other types of transmission and distribution structures.
10. Performs related duties as required.
QUALIFICATIONS
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.
Knowledge of:
Operations, services and activities of an electric utility construction, maintenance, and repair program.
Modern standards, methods and procedures involved in the maintenance, construction, and repair of electric distribution systems.
Method and techniques of overhead and underground power line construction and maintenance.
Basic electric distribution design practices and concepts as they relate to line construction and maintenance.
Occupational hazards and standard safety precautions.
Operational characteristics of a variety of maintenance and repair tools and equipment used in electric distribution systems.
Basic electrical meter theory, practices and devices.
Typical control systems and wiring utilized in electrical substation equipment.
Basic methods and techniques of calibrating a variety of electrical and electronic equipment.
Operational characteristics of diagnostic equipment tools and devices.
The operation of transmission and distribution substations and all associated devices.
Pertinent Federal, State and local laws, codes and regulations.
Ability to:
Perform journey level electric distribution system construction, maintenance and repair duties.
Climb poles and work with energized high tension lines.
Install, repair, and maintain a variety of overhead and underground distribution/transmission lines and associated facilities.
Perform accurate load check and calculate proper distribution circuit fusing from the results of load checks.
Perform phasing and paralleling of both primary transmission and secondary circuits.
Perform heavy manual labor.
Install, maintain and repair electric equipment.
Utilize a variety of specialized tools and equipment in a safe manner.
Read, interpret and understand electric drawings and maps.
Identify energized and de-energized conductors.
Adhere to established safety rules, regulations and guidelines.
Respond to requests and inquiries from the general public.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.
Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education/Training:
Equivalent to the completion of the twelfth grade and successful completion of an indentured apprenticeship program.
Experience:
Two years of increasingly responsible electric utility maintenance experience.
License or Certificate:
Possession of a valid Commercial Drivers License.
Possession of a State of Alaska Journeyman Lineman Certificate of Fitness.
Possession of, or ability to obtain, a Forklift Operator certification.

For initial application purposes, you must attach documentation of your successful completion of an apprenticeship program in the lineman trade (example: a valid card, certificate of journeyman status, letter from the IBEW Union, or letter from the Department of Labor verifying your status). Applications without the necessary attachments will be deemed ineligible.
A Lineman performs highly skilled, journey-level transmission, distribution, and electrical work in the installation, construction, maintenance, and repair of underground and overhead electric transmission, distribution and service lines, transformers, meters, metering equipment, electrical substations, and related equipment. Other duties include climbing wood poles, ladders, and towers. This class is responsible for performing related duties as required.
Work involves moderate physical exertion, heavy lifting, and exposure to inclement weather, as well as the hazardous conditions of working with high-voltage energized lines and equipment. The Lineman class differs from the Line Foreman class by the latter having supervisory responsibility for crews of linemen, equipment, materials, and record keeping duties. This class usually works under the supervision of a Line Foreman, who reviews work through on-site inspection and the evaluation of completed work projects. Employees are subject to stand-by, pre-arranged, and call-out duty. This class is FLSA nonexempt.

Minimum Qualifications Required. Graduation from high school or GED. Completion of an apprenticeship program in the lineman trade. Some (6 months - 1 year) experience as a journey-level lineman engaged in the installation, maintenance, and repair of power lines, transformers, or related equipment.
Special Requirements. Must possess a valid Arizona Class A Commercial Driver's License (CDL) by hire or promotion date. Must reside within the City of Mesa Electric Utility call-out area (example: within an 18-mile radius of the Main Street and Center Street intersection) within one year after hire date. Must have a valid First Aid card with Cardiopulmonary Resuscitation (CPR) certification or be able to obtain one by hire or promotion date.
Substance Abuse Testing. DISTINGUISHING CHARACTERISITICS: This is the middle level of a three-tier job group. It is distinguished from the next higher job class by the lack of additional technical knowledge gained through additional years of experience. This position reports to the Electric Division Manager.

Performs live line maintenance using rubber gloves on energized 12,470/7,200-volt lines along with hotsticks when needed. Maintains substations and all equipment inside. Maintains and repairs
69 KV transmission system when needed. Maintains and builds distribution systems and structures, including overhead and underground primary and secondary lines, transformers, capacitators and line poles, etc.
Sets, frames and constructs overhead and underground lines in accordance with RUS specifications, Including but not limited to underground vaults, conduit and similar distribution system components; prepares and sets line poles and guy wires; installs, removes, repairs or replaces damaged or decayed poles, conductors, transformers, capacitators, switches and other related equipment.
Assists, directs and guides Apprentice Line Worker training for proper procedures and construction standards.
Ensure department vehicles are stocked with needed tools, equipment and supplies. Obtains parts from the warehouse as needed. Assists warehouse personnel to maintain electric inventory levels.
Ensure compliance with safety standards and requirements from OSHA, American Public Power Association and the Utility; assure personal, worker and public safety; assure the safety and protection of the electrical transmission and distribution system.
Trims trees from energized wires, repairs City street and security lights as required.
Responds to emergency and after hour situations and subject to on-call status.
Assists Utilities Electrician and other Deparments when needed.
Performs other related duties as assigned.MINIMUM QUALIFICATIONS:
Education, Experience, Certifications and Licenses:
High School diploma or equivalent GED certificate, or equivalent experience. Completion of electric apprentice program from a qualified school or organization.
Pole Top Rescue Certificate and bucket truck rescue certified.
Must have a valid State of Arizona Drivers License with the ability to obtain a Class A CDL (air brakes included) permit with tanker endorsement within the first 6 months from hire date. Must have a valid Class A CDL with tanker endorsement within 12 months from date of hire.
Substance Abuse Testing:
This position is considered a safety sensitive position and is subject to new hire and random drug and alcohol testing as outlined in the Alcohol & Substance Abuse policy listed in the Human Resources Personnel Manual.
Required Knowledge and Skills:
Knowledge of practices, methods, tools and materials used in the electrical trade including distribution, transmission systems and substations.
Knowledge of construction and functions of a variety of electrical equipment used in power generation, transmission and distribution.
Knowledge of electrical theory related to electrical circuits and wiring systems and overall electrical distribution.
Knowledge of connections, phasing, transformer circuitry, metering, fusing, amperage capacities, lightning protection, switching procedures and system ties.
Knowledge of high voltage rubber gloving techniques including cover-up methods.
Knowledge of safe work practices, including hazards and safety precautions and procedures related to working around high voltages.
Knowledge of safe working practices while operating arial equipment including bucket and boom trucks.
Skill in installing, repairing and maintaining electrical systems and equipment.
Skill in inspecting facilities for electrical needs and fire, safety and health hazards.
Skill in operating a variety of specialized electrical testing, hand and power tools.
Skill in working from blueprints, shop drawings and sketches.
Skill in understanding and following oral and written directions.
